The Utah state Highway Patrol has cleared a officer for shocking a man twice (once while laying on the ground in oncoming traffic) because he wouldn’t sign a traffic ticket without knowing how fast he was going. States often do that when it comes to police brutality.
Its just so they can limit their liability regarding lawsuits
and cash settlements also brutality claims as well.
